When Rick Anthony started as the Director of the Recreation and Parks Department for the City of Bakersfield last May. The amount of vandalism he learned was happening at city parks on an ongoing basis alarmed him. “Just to begin to meet and get acquainted with the staff, to find out how many instances of the staff getting directly assaulted, not feeling safe and frankly not willing to do certain jobs because of the elements that were out there,” Anthony said.
